RULES AND REGULATIONS OF THE INTER-COUNTY SOCCER LEAGUE ASSOCIATION, INC.
ARTICLE I. RESPONSIBILITIES
Section 1 – Home Team
A. Prepare the field for play. All lines shall be marked in accordance with the Laws of the Game. All grass shall be cut to a reasonable playing length. All goals shall be installed, secured and maintained in accordance with the Laws of the Game.
B. Supply at least two (2) game balls which shall be of the proper size for the age division involved in play. All game balls shall conform to FIFA regulations.
C. Maintain crowd control. Provide for the safety of game officials and visiting teams and spectators.
D. Pay the referee half of their fee at the beginning of the game. If a referee declares a field unplayable, they shall be paid half of the normal fee, which is the responsibility of the Home team.
E. Home team must provide player passes and properly completed team line-up sheets to referee prior to the start of the match. When a player’s pass is not available, the player must sign the line-up sheet in front of the referee. Failure to follow this procedure will subject the team to a forfeit of the match and fines of $5.00 per pass missing up to $25.00 maximum per team per match. Passes being held by Grievance or Ethics Committees will not be subject to this fine as long as the player is eligible for the match.
Section 2 – Visiting Team
- Confirm playing site, time of game. Call the home team manager or coach for directions to playing field forty-eight (48) hours prior to the scheduled game.
- Arrive at least thirty (30) minutes before scheduled game time. Allow adequate time for travel.
- Assist in maintaining crowd control before, during and after the game.
- Clean team and spectator areas. Pick up and dispose of all trash.
- Bring one (1) game quality soccer ball to be utilized in the event that the home team fails to provide same.
- Visiting team must provide player passes and properly completed team line-up sheets to referee prior to the start of the match. When a player’s pass is not available, the player must sign the line-up sheet in front of the referee. Failure to follow this procedure will subject the team to a forfeit of the match and fines of $5.00 per pass missing up to $25.00 maximum per team per match. Passes being held by Grievance or Ethics Committees will not be subject to this fine as long as the player is eligible for the match.
ARTICLE II. RULES FOR ALL TEAMS
Section 1 – Team Areas
A. All players and coaches will stay within ten (10) yards of the midfield line. This will be called the “Team Area”. Team areas will be on opposite sides of the playing field when possible. The home team shall have the choice of side.
B. Once a game has started, no player, coach or spectator may enter the field of play without the permission of the referee.
Section 2 – Coaches and Managers
A. Every team shall designate at least two (2) people to serve as coaches or managers. Each shall have a valid coach’s pass. No games shall be postponed because of the unavailability of a coach or manager. If a Youth team has no available coach or manager with a valid coach’s pass, they shall forfeit the game.
Section 3 – Cautions
A. If a team has only seven(7) players on the field or eligible to play and a player receives a caution (red card), then the game will be suspended and the team not able to field seven (7) players will forfeit the match to the opposing team.
Section 4 – Referee Assessment Forms *SUSPENDED for 2007-2008 season*
A. All teams competing must file a Referee Assessment form with the league office within forty-eight (48) hours after the completion of each scheduled game. Failure to comply with this directive shall result in a minimum $5.00 fine for each game for which a referee assessment form is not submitted.}]
Section 5 – Scheduling
A. Official schedules will be distributed to all teams before the opening date of competition in each age division. “There is no grace period” – games will be played at the times and sites designated in these schedules.
B. Only the Games Commissioner has the authority to make changes in the schedule.
C. Changes are not to be requested if a team can field a legal team of the required minimum of seven (7) players.
D. Changes for the convenience of a coach or manager will not be considered by the Games Commissioner.
E. Prior to the scheduled game time, only the Games Commissioner has the authority to cancel games because of inclement weather.
a. Inclement Weather Policy Statement – “Games will be called by the Club Coordinator on a site by site basis”. Coordinators will advise the Games Commissioner via E-Mail by 6:00 AM on the day of the game. After 6:00 AM, the decision to cancel a game will be made by the Referee at the game site. F. When the weather is bad and games are not postponed by the Games Commissioner, all teams are required to arrive at the field for a determination by the referee as to the playability of the game.
G. In the event of a conflict in the schedule due to Fall cup competition, Spring cup competition or games involving secondary teams, the games will be rescheduled by the Games Commissioner.
H. In the event of a conflict with high school soccer playoffs and the team cannot field 11 players (excluding red cards, sanctions, yellow cards, injuries, etc.), the Games Commissioner will reschedule the affected games.
I. All make-up games due to inclement weather shall be reschedule by the Games Commissioner.
J. No secondary team will be accepted for league competition if that team is registered in another league for a concurrent season and will scheduled to compete primarily on the same game day as that used by ICSL for this team’s age bracket and/or division.
K. If a match is played for one half or more of the match andthen terminated due to weather, playing conditions, or darkness by the game official, the game will not be replayed. The score at the time of termination will constitute the results of the game.
L. Emergency Reschedule Policy as follows:
a. One request per season per team.
b. Cost $50, paid by the team making the request.
c. Agree upon by both teams and both coordinators. This will include the new recommended date, time, and location.
d. 10 day notice to games commissioner in writing.
e. Therecommended date, time and location that are agreed upon by both teams will be submitted to the Games Commissioner at the time of request.
f. The Games Commissioner will approve the date within a 10 days period. The date will be approved based on the availability of fields, referee’s, club and ICSL schedules.
g. The Club Coordinator will conduct the process. He will have the parties involved [Club Coordinators only] send E-Mail confirmation of the agreed upon date, time, and location to the Games Commissioner.
h. This option will be in addition to the request that can be made in the July submission of team/club paperwork.
i. To apply to Youth and Junior league games only.
Section 6 – Uniforms
A. When the colors of uniforms of competing teams are the same or so similar in color as not to be distinguishable, the home team shall make the necessary changes. The final decision to change jerseys if there is a disagreement rests with the referee.
B. All players competing in the Inter-County Soccer League shall be required to wear shin guards.
Section 7 – Players
A. Suspended players and coaches – any coach who is under suspension shall not be listed on the team line-up sheet. Any player who participates in a game during a period of suspension shall be subject to immediate referral to the Ethics Committee for additional sanctions. Also, the player’s club shall be referred to the Ethics Committee for further disciplinary action. Also, the team utilizing the suspended player shall forfeit that game.
B. Any player who receives a suspension in the Inter-County Soccer League must serve that suspension in the Inter-County Soccer League. Passes will be returned for post season play upon request to the Grievance or Ethics Committee.
C. A suspended coach shall not be at the game site.
D. Secondary Players – A secondary player within ICSL will be defined as a player who is:
a. Registered as a primary player on a team registered with the ICSL, and
b. Rostered as a secondary player on a team that’s placement in the ICSL is equal to or greater that their primary team division.
Section 8 – Female Soccer
A. All female teams shall follow all rules and regulations set forth herein. The use of hands or arms for the protection of their chests shall be prohibited.
Section 9 – Referees
A. Referees will be assigned to every league game. In the event a referee does not appear for the scheduled game, the following procedures will be used:
a. In youth games for U-14 Divisions and younger, the game is to be played.
b. The home team shall nominate a candidate, preferably a member of the Referee’s Association who, if acceptable, shall referee the game.
c. If the home team’s nominee is unacceptable, the visiting team may nominate a candidate. If acceptable, a coin shall be tossed and the winner shall nominate the referee.
d. In the event both coaches agree on another procedure to have the game officiated, that procedure shall be employed. Any referee named through the aforementioned process shall have all the powers of any referee as stated in the Laws of the Game.
e. If the game is not played, the team refusing to play will be charged with a forfeit and accompanying fine. If both teams refuse to play, both teams will be charged with a forfeit and the accompanying fine.
f. In all other divisions, if no referee is present, the game shall be cancelled and will be rescheduled by the Games Commissioner.
B. Referees will be responsible for checking all player passes and equipment prior to each match according to the following procedures:
a. Prior to the start of the game, when requested by the referee, each coach will line up his or her players in a single file, in sequence with their line-up sheet on their portion of the halfway line.
b. Each player will hold his or her own EPYSA/EPSA pass.
c. The coach will present to the referee a line-up sheet, properly signed, with each player’s given name, pass number and jersey number indicated.
d. The players will present their passes to the referee at which time the referee will check the player for proper and safe equipment, including shin guards which all players must wear. If shin guards are not worn, that player cannot participate.
e. Players who are not present for this procedure will be unable to play until the referee can check their pass and equipment.
f. If a player does not have a pass, he/she will be required to sign the line-up sheet and will be permitted to play. This will be noted on the referee’s report for further league action.
Section 10 – Ignorance of the Rules
A. A plea of ignorance of the rules and regulations of this Association or of any governing body of this Association shall not be sufficient grounds for appeals or protests. Violators may expect appropriate action by the Association.
Section 11 – Grievance and Ethics Committees
A. The Inter-County Soccer League Grievance and Ethics Committees shall act as affiliates of the Eastern Pennsylvania Soccer Association and Eastern Pennsylvania Youth Soccer Association Arbitration Boards.
B. The committees shall take prompt action on written protests, appeals or reports pertaining to player, team, club and/or spectator infractions emanating from club and/or referee reports. Such action shall be taken in accordance with the Constitution and By-Laws of this Association.
C. The Grievance and Ethics Committees shall have the authority to impose penalties on any club, officer, coach or player who is affiliated with this Association with the powers delegated to those committees by the Constitution and By-Laws of this Association.
D. No Grievance or Ethics Committee member shall vote as a member of his/her committee during any action or decision which involves a club, team, or individual with whom the committee member is affiliated.
E. Referee game reports shall automatically initiate action by the Grievance Committee Chairman against any individual affiliated with this Association whose conduct warrants such action.
F. Formal Protests:
a. Laws of the Game: All protests which arise from an infringement of the Laws of the Game are subject to a protest fee of $25.00. Copies of the written protest shall be made in duplicate with one (1) copy going to the Games Commissioner and one (1) going to the Grievance Committee Chairman. Both copies shall be postmarked no later than forty-eight (48) hours of completion of the game. The protest fee shall be sent to the Grievance Committee Chairperson.
b. Ineligible Player: Protests made relevant to ineligible players, playing for an opponent, are not subject to mailing deadlines or fees.
G. Appeals.
a. In the event any aggrieved party desires to appeal the decision of the Grievance or Ethics Committee Chairperson or designee to Grievance or Ethics Committee, that party must file a written request for a hearing at the League office that is postmarked within 48 hours of receipt of notice of the decision of the Grievance/Ethics Committee Chairperson and must be accompanied by a check in the amount of $100.00 which is nonrefundable unless the appeal is successful.
b. Any appeal of a decision of the Ethics or Grievance Committee shall be made to the Executive Committee in accordance with the procedures enunciated in the Constitution and By-Laws of this Association (Article VIII, Section 5). All appeals shall be accompanied by a check in the amount of $200.00. This check should be sent to the league office along with a written appeal. All fines and appeal fees shall be paid in full prior to an Executive Committee hearing being scheduled.
c. Any club or individual not wholly satisfied with any decision of the Inter-County Soccer League, has the right to appeal provided they have complied with Article VIII, Section 5, of the Constitution of this Association, to the appropriate Regional Governing Body (EPYSA for Youth players, EPSA for Senior players).
H. Hearings.
a. Failure to comply with the request of any Grievance or Ethics Committee or its chair to provide a written report for a hearing will result in a $25.00 fine.
b. Failure to appear at a hearing convened by either an Ethics or Grievance Committee shall result in a $50.00 fine.
I. Faulty Filing Procedures.
a. Protests, claims or appeals not filed within the required time limits, or filed without sufficient supporting material, or without the appropriate fees shall be rejected.
b. Telephone calls, oral or written communications directed to any member of any Grievance or Ethics Committee to discuss or explain the details of any case pending before such committee shall be cause for an adverse decision.
J. Stay Pending Appeal.
a. Decisions of the Grievance or Ethics Committee may be held in abeyance at the discretion of the Chairperson of their respective committee.
Section 12 – Senior Team Rosters
A. All Senior divisions will limit the number of players with professional status that are registered to any Inter-County Soccer League Senior division team to a maximum of two on each roster at any one time.
Section 13 – Score Reporting
A. The home team coach is responsible for reporting all game scores for his/her team. Failure to report game scores before the next scheduled game, a fine of $25.00 will be assessed.
